Try switching him to a fish based food. Proplan by Purina has a sensitive skin and stomach formula, as does California Natural (high end food). When you switch, change the food slowly mixing the new food in increasing ratios to the old over a period of a week or two.
It will be 2 months or so before you'll begin to see a change.

Too much washing of German Shepherds? by: Bette
I know that many people think you have to wash your dog all the time or monthly, weekly, whatever. I brush my dog and he only get a bath when he's been at the kennel for a few days. For the course of a year, he'll have maybe three baths. He never smells bad. Could be the combination of good food too.
Anyway, too much washing and with the wrong type of shampoo can cause that itching. When mine does get a bath they do it with an oatmeal hypoallergic type.

Hello Paul. I had the same problem for a while, and I found that using a spray that we bought from the local pet supplies store with TEA TREE OIL in it stopped him scratching and cleared the area totally. you should be able to pick up the spray easily as i also live in the UK. cheers and good luck

German Shepherd Dry Skin by: Penny
My GS Stella scratched a lot when we first brought her home. After combing her our I noticed that there was an abundance of dry scales or left-in shampoo on her lower back. I have been brushing this area frequently and the scales seem to be going away. I think the previous owner bathed her before we picked her up and did not do a great job on rinsing her hindquarters.
