Hi we have a german shep with the same problem. i found an ANSWER
Change his dog food. Give him the dog food with white fish in it, get him off the chicke, turkey etc. After one week, Roxie's coat is just georgous and no more scratching except the occasional itch.
I also give her rehydrated food sprinkled on top as well which has the white fish in it. Many dollars just to find out she was allergic to most dog foods. You can get the food at your local Pet food store. It's expensive but, so worth it for them and you. Hope this helps.
I too have a GSD whose skin is very dry and is constantly scratching his coat. Make sure you are feeding your dog a quality dog food it really does make a difference.
Also, I add Heska Fatty Acids (available from your vet) which has helped my dog's problem. Winter is extremely rough on both humans as well as dogs so you may want to crank up you humidifier on your furnace, this should help eleviate your dog's problem.

Just a thought... you might try using either Royal Canin (Large Breed) or Natural Balence dog foods. both are kind of pricey but they are both very good food and well worth the price.
Royal Canin does wonders for the skin and coat while Natural Balence is made for allergy problems. If you have a Petco there, you should have no problem finding it.
